Rural Base Areas and the Soviet Government
1928—1935
1928In December the Jinggangshan base area enacted the Jinggangshan Land Law, setting out the provisions for land confiscation and distribution. 01
1929In December the Ninth Party Congress of the Fourth Red Army adopted a resolution; 'On Correcting Mistaken Ideas in the Party' forms part of it. 02
1935In December the Central Soviet Government issued a declaration to the Inner Mongolian people, stating its policy toward the Inner Mongolian nationality. 03
The Eastern Expedition and the Anti-Japanese United Front
1936—1937
1936On 5 April Mao Zedong and Zhu De jointly issued a declaration opposing Chiang Kai-shek and Yan Xishan's troops blocking the Red Army's anti-Japanese vanguard from crossing the river to fight Japan. 04
1936In May a 'Telegram on Ceasefire, Negotiation and United Resistance' was issued, and the Red Army withdrew from Shanxi to the west bank of the Yellow River. 05
1937In September 'Oppose Liberalism' was written, listing eleven manifestations of liberalism within the Party. 06
The Middle Period of the War of Resistance
1938—1943
1938From 12 October, at the Sixth Plenum of the Sixth Central Committee, Mao delivered the report 'The New Stage', setting out the line on the war and the united front. 07
1939On 21 December 'In Memory of Norman Bethune' was written, mourning the Canadian doctor who died in the Jin-Cha-Ji border region. 08
The Rectification, the Seventh Congress and Victory in the War
1944—1945
1944On 8 September, speaking at the memorial meeting for Zhang Side held by the guard regiment of the Party Centre, Mao delivered the speech 'Serve the People'. 09
1945On 24 April, at the Seventh Congress, Mao delivered the written report 'On Coalition Government'; around the same time he spoke on 'The Destinies of Two Chinas'. 10 11
1945From April to June Mao delivered the report on the congress's working line and an oral political report; on 11 June he gave the closing address 'The Foolish Old Man Who Removed the Mountains'. 12 13 14
The Civil War and the Founding of the State
1946—1949
1948In December, in the name of the headquarters of the Central Plains People's Liberation Army, the 'Demand That Du Yuming and Others Surrender' was issued. 15
1949On 1 October the 'Announcement of the Central People's Government of the People's Republic of China' was issued, proclaiming the founding of the Central People's Government and its composition. 16
Early State-Building and Relations with the Soviet Union
1950—1957
1954In October, on the Soviet government delegation's gift of machine tools, agricultural machinery and state-farm equipment, Mao wrote two letters of thanks. 17 18
1955An order of the President of the People's Republic of China was issued, ending the state of war between the PRC and Germany. 19
Taiwan-Strait Proclamations, Presidential Orders and Posthumous Announcements
1958—1976
1958On 6 October, in the name of Defence Minister Peng Dehuai, the 'Message to Compatriots in Taiwan' was issued, announcing a seven-day suspension of shelling. 20
1958On 13 and 25 October, a defence-ministry order and the third 'Message to Compatriots in Taiwan' were issued in turn, fixing odd-day shelling and even-day ceasefire. 21 22
1959On 14 April a presidential order was signed promulgating organizational regulations; during the Lushan Conference Peng Dehuai wrote a letter stating his views (Appendix). 23 24
1976In September the Central Committee, the NPC Standing Committee, the State Council and the Central Military Commission issued an announcement. 25
